Lesser of two evils. If I'm just overweight then it's not as big a deal as if I were actually obese. Obesity brings the connotation of morbidity.
Because very few people want to consider themselves obese, or are aware how low the ranking is to be considered obese and consequently underrepresent their weight.
People are so used to seeing overweight and obese people that they often times may think someone is "just" overweight, when they are actually obese.
