because in baseball you can get a lead before the ball is released because the pitcher has a chance to pick you off. in softball you have to wait until the ball is released as it would be an unfair advantage to the runner since the pitcher cannot pick you off

in softball once the pitcher receives the ball it is dead and no advances on base bay be made, whereas in baseball once the pitcher has the ball play is dead but the runner may advance but not steal base until after the pitcher motions to throw the next pitch after then the runner may attempt to steal base.
