Because Japanese Karate focuses on extreme physical power while Korean Taekwondo focuses on simply doing techniques. Many people have black belts in Taekwondo but little physical power. Of course, a very small number of black belts in Taekwondo have a good amount of physical power, and these black belts tend to be very big young people who attend classes 4 or 5 times a week; but it is common to find Taekwondo schools which issue black belts to individuals who have no real strength, no special endurance; something which would never occur in Japanese Karate.

Tae Kwon Do uses too many moves that will allow you to be knocked off balance too easily. Plus, more styles of karate focuses on tougher conditioning while Tae Kwon Do practioners focus on not being "touched" at all when sparring. By the way, I am a 3rd degree black belt in Tae Kwon Do, but I am more interested in the hardness of Kyokushin Karate or Seido Karate.
