Because you can protect cars and watchmen can keep security easily.
In parking garages the cars are secure from rain,snow and theft
takes less land
Parking spots are open, while parking garages are closed.
Limited numbers of cars are packed and this reduce the number of people parading the packing area.
Not as open, harder to enter.
Not out in the open where walkers can pass by
If you're on a lower level, there will be many people passing your car on their search for a parking spot. Thieves will be more noticeable... hopefully.
