Lacquer forms a high gloss finish due to its shellac in alcohol solution. Lacquer has more tendency to stay shiny longer because it has a harder wearing surface than varnish. Lacquer is usually spayed on which adds to providing a smooth surface vs brushing on varnish.

For a dining table that will be stained first, which will be the best to coat in more flat manner? I am thinking clear varnish.

lacquer provides the desired shine with fewer coats than varnish. The look of the finished project is more natural than that of varnish with its multiple, thicker coats. Both provide good results but I prefer lacquer, especially for smaller projects.
