In a Constitutional Monarchy, the Head of State (Monarch) is subject and accountable to the law (Legislature). Under the Parliamentary System, the Head of State (Prime Minister), although accountable to the Legislature, is both Chief Executive and Chief Legislator. I believe that the clear separation of Head of State and Legislature results in the law being considered more carefully.
