Because a toddler doesn't have a care in the world about what they want to do or be. They don't know how to make decisions. They just depend on their parents. I think parents found it easier for their child to depend on them, than for them to make their own decisions.
With toddlers you can at least partially control them by picking them up and rocking them. Try that with a teen and they might bite your head off.
Teen get out of handle once they reached teenage years. Toddlers are hard to handle, but they are under your control. So that's why I think toddlers are easier to handle

Teens are able to curse and use all sorts of language that is inappropriate and they can throw things and slam doors. All toddlers can do is throw a temper tantrum. The solution to that is to throw them in their room.

The parents are more in control at the toddler age than in the adolescent years. Plus, a teen pushes and pushes for independence till they get it. In other words, in never stops.
When they get to teen years, they think they grown and thats when more worrying comes into place...wondering where they at, if they ok, what they doing and the list goes on and on as when they a toddler you do not have all these worries, because they home safe and right there with you.
