Because Kohls sucks
out of personal experience - JCP may have limited quantity however the products purchased seem to be of superior quality than compared to Kohls.
Kohls pro seems that its clothing options are higher than JCP ( not better but more options)

JCP has a better selection of clothes and dress/suits which Kohls does not have really at all. Additionally, JCP's style is better.

Good quality. Kohl's is usually messy. I'm not always in the mood to dig and search for what I'm looking for in a clothing store.
JCPenney has an Optical department so you can get your glasses and clothes all under one roof.
When I go to JCP's, I find lots of clothes that I like. When I go to Kohl's, usually when I want to use the $10 off when you spend $30 coupon, it seems that I am there forever trying to find what to spend $30 on. At JCP, I can easily spend $30 and MUCH more. There clothes is so much better! At JCP, they have really cute things in the Juniors and Misses section. At Kohls, it seems like in the Misses/Womens section I cannot find anything nice and in the juniors section I can only find a few things. At JCP, the Misses section has a lot of clothes that is good both for young women (I am 27) and for more mature women (my mom is 60). I have gotten some shirts at JCP that would look good on both me or my mom. At Kohls, I cannot find find anything in the Misses/Womens section that I feel is juvenile enough for me. Plus, JCP seems to have MUCH better sales. When they have sales I find TONS of stuff that is cute, cheap, and good quality. The things, most of them anyways, that I see on clearance at Kohls, look really cheap! If you want to find a lot of nice clothes that has variety, go to JCP- it is definitely the better option! I still don't understand why people like Kohl's so much.
MUCH BETTER men's selection. Koh''s seems to think that men only wear shorts, flipflops, and tee shirts. Very little Career wear.
JCPenney has the lowest prices
I have never been able to find clothing that fits and I like at Kohls, I have been able to do with at JCPenny
More selection and are in stock of sizes needed. Don't have to play the coupon game anymore with JCPenney. This is a big relief.
I find jcpenney's quality better than kohls
Because jcpenny has cheaper prices and better quality of clothes. Khole's is too expensive for a cheaper product than jcpenny's.
JCP has better quality, and at a cheaper price. I got a pair of Levi's for $16.
Their clothes are better quality made. Kohls brands like "SO WHAT" are just plain cheap made and totally marked up.
