A problem is something you have to figure out the solution. They know the solution of the BP Oil Spill and it is something that is on going so it is an issue.
This is not something stated with a possible solution in mind, ;ile a problem. It is 'bigger' and more inclusive than a mere situation
I think is an issue because there's a lot of people that can be affected with this issue, I think that is not a problem because a problem maybe can be solved more easily, it has to be an issue because is a subject of public interest.

The issue oil spill from the poor quality of the valve with was the and the ability of engineers to plug the leak, which created a situation that had to be managed for 10 months.

"BP Oil Spill" - just that - implies that there is a situation; neither the specific problem with it is defined, neither we express what are the difficulties we have in resolving it (issues). I guess I'm wrong but that's what came to my mind directly after reading the article.
The Oil Spill was an event (albeit a very bad and unfortunate event). It is done and history. It cannot be undone or fixed. It is not an issue that requires resolution.
The results of the spill are a problem that need to be solved... and it also magnifies how important the issues are surrounding deep well drilling.
