Lesser of the two evils. At least the fully electric car has a few less components (ie. a combustion engine, fuel tank, fuel pump, etc)

Because hybrid cars use self regenerating energy as opposed to created electric power sources for electric cars. The create the electric energy source one must plug into an electric grid of sorts which would be generated by fossil fuels or hydroelectric.
