Manmohan Singh is a good ecomomist and formulate good policy for execution but real visionary is PV Rao. He has given the direction on the economic policies and MMS followed it. Rao could have got the job done even if MMS was not present. Rao had took rough polital storms for himself and let MMS do his job. I would say MMS is more finance secretary than finance minister.

The economic reforms wouldn't have been implemented without the political will of Mr. Narasimha Rao. He was the one who had to overcome the political obstacles in implementing the reforms. He was the one who had to sell the reforms to people of India and assure them that they won't feel the heat due to these reforms. He was more answerable to the people of India than the then Finance Minister during those trying times. He did his job pretty well.

PV Narasimba Rao was the real prime minister of India but Manmohan ji is a dummy PM.

because it was during his reign that in India the tremendous change brought in India's economic policy that it open up the economy and adopted LPG factors.

Shri NArasimha Rao had the courage to pursure the bold reforms depite heading a minority government, and his path breaking decision to induct a technocrat for the first time to head the Fin ministry paved the way for Dr. Singh to show his mettle. Hence the lion's share of the credirt should go to Shri Narasimha rao
