because shelters find many grown dogs out on the streets. (sad but true) some people just get tired of there dogs and want a new puppy. some people cant afford to take care of there dog anymore and dump them.also puppies get adopted faster so you cant find most of the puppies the next week. so you can find more grown dogs at shelters than puppies.

Because they are more noticable than bigger dogs they look cuter and nicer and on the other hand big dogs look grump and sometimes mean

a puppy is still very young and can be taught easier, because the first few stages of a dogs life is effected when they are a puppy.
