Because it's a luxury train catering to high end traffic from around the globe whereas there are so many passenger trains catering to so many passengers with frequent short distance halts as opposed to Palace on Wheels which halts at only 6-7 destinations.

luxury train is not my choice, but a train fare which is just between air fare and luxury train fare with the speed over 150-180+ mph(about 200-300+ km/h) would be my choice if time matter. if I happen to travel to india by the time that the bullet train was on service there, I'd definitely choose bullet train service. I think the bullet train service in japan (often called shinkansen) are the most on time, usually late departure but arrive early within sec to minute. just 515km of distance between 2 cities, it already connected just within 2 hour with the speed of 186 mph.
