The eight C-Spine spinal nerves pass from the cord (and vertebral bodies), and extend to..e.g., the upper extremities, while the Cranial nn. pass from the Brain-Stem and down and out, through distinct foramina lying on the bottom (inferior aspect) of the skull (and do not pass down within the Spinal Cord). In clinical practice, we have found that the upper cervicals do affect the ANS fed organs (perhaps via cord-torsion), but the connections are not at all as clear as those between the spinal nerves and the arms and fingers, say.

Incidentally, the Brain-Stem is NOT in the neck, but lies at the bottom of the brain. And, come to think of it, I think the ONLY Cranial nerve which passes through the neck is the Vagus (CN X).

Cranial because they need to an opening to get to the rest of the body and back and this is their only outlet. Spinal nerves have the whole length of the spinal cord and aren't likely to be traveling too far up the neck.
